I was told that waiver process doesn’t actually exist anymore. Individual compliance departments just tell the NCAA whether or not their transfers fulfill the parameters for an exception and the NCAA now takes it at face value without a real review. Same reason Rocket can play this year.

In practical terms, literally anything compliance is willing to write on a piece of paper. There isn’t any true enforcement of parameters. Literally just heard this today, so it explains why the NCAA is just gonna go ahead with getting rid of all restrictions in technical terms as well.

If there’s an equivalent to Stanford’s avoidance of transfers on the conference level, it would be the Big Ten. In three of the past four seasons, the league has posted the lowest number of any major conference for share of minutes given to transfers. Indeed, as recently as the 2018-19 season, transfers accounted for just 8% of the minutes played in the Big Ten.
Would have been interesting to see % of transfer minutes in a different way- of those who transfer, what is the % of minutes that they play? So a team has 3 transfers, that’s 120 possible min/game…let’s say they play 30, 20, 10 min/game each, that’s a 50% “transfer usage”. Not a perfect metric, but would give a snapshot at which coaches/programs are more strategic about taking transfers vs those who need to take them out of sheer necessity.
