I’m not sure I buy the bottom half of any of the leagues as being good, so it’s all relative.
As for the KenPom rating, it’s not exactly a median rating but the rating that you would need to expect to go .500 against a generic conference schedule. So kinda like a median but it depends on the ratings distribution of the schools within the conference.
