You would think so. They’d probably have to reach finals of ACC and that maybe wouldn’t be enough. Similar to TAMU last year.
If you want to talk about a team that’s played below their talent level look at fsu. Have they had injuries? That roster is stacked with high rated recruits (several of which we recruited!)
